Commissioner Thomas Hicks began his year-long term as Chairman of the U.S. Election Assistance Commission (EAC). Commissioner Christy McCormick will serve as Vice Chair. They continue to serve alongside EAC Commissioners Ben Hovland and Donald Palmer.

Short Description of Changes

This minor change adds a new report to the Verity Count system that reports Cumulative Results by Polling Place. This ECO requires a software change to workstation images that include the Verity Count application. The following images will be rebuilt to version 2.7.7A.

  • Variation in Reporting Practices: States and localities use a range of methods for collecting and reporting election data. Although EAVS offers standardized definitions and formats, variations in local data systems and procedures may result in differences in reporting.
  • Missing or Incomplete Data: Certain jurisdictions may be unable to provide comprehensive data for each question. The EAVS employs “casewise deletion,” a method that calculates percentages solely from those jurisdictions that have responded to a particular question. While this approach yields more accurate percentages based on the number of reporting jurisdictions, the results may differ from those obtained through other sources.
  • Different Methodologies Across Sources: Other sources of election data may use different definitions, sampling techniques, or timeframes, leading to differences in reported data.

End-of-Life Certification Review and Recission Policy

Description

NOC 26-01 establishes an End‑of‑Life Certification Review and Rescission Policy to ensure the EAC’s list of certified voting systems reflects only those that are still supported and used. When a system is no longer deployed in any jurisdiction and is no longer supported by its manufacturer, the EAC will document its end‑of‑life status and remove it from the active certified list. This is an administrative step—not punitive—and does not invalidate prior certifications. The goal is to strengthen transparency, reduce risks from outdated equipment, and maintain an accurate, trustworthy certification record. Rescinded systems will remain available in historical archives to preserve continuity.

Short Description of Changes

This ECO documents a minor change order request to ClearVote 2.5 to add a reconfigured ATA Case for use with ClearMark. The Ballot Verification Scanner peripheral was removed from the ClearVote 2.5 campaign during testing. Removal of this peripheral device means that the current ATA Case configuration with the access door to the Ballot Verification Scanner is no longer needed. Replacing the existing opening with a solid side wall and adding an internal shelf will increase security of the case by limiting access.
