The EAC Standards Board reviewed and provided comment on eight draft chapters of the Election Management Guidelines. The draft chapters contained recommendations and best practices regarding: absentee voting and vote by mail; acceptance testing; ballot building; contingency planning and change management; developing an audit trail; polling place and vote center management; pre-election and parallel testing; and uniformed and overseas voters.

The Commission hosted a voting advocates roundtable discussion of the Technical Guidelines Committee’s (TGDC) recommended Voluntary Voting System Guidelines. The discussion will be focused upon the following topics: (1)The development of a threat assessment; (2) The evaluation of innovative systems; (3) Open Ended Vulnerability Testing (OEVT); (4) testing of voting system software; (5) How best to strike the balance between usability and accessibility.

The Commission hosted an election official roundtable discussion of the TGDC's recommended Voluntary Voting System Guidelines. The discussion will be focused upon: (1)The usability and readability of the proposed standards; (2) The creation of a risk assessment for voting systems; (3) Stability of the standards vs. the need to create flexible standards that promote innovation;(4) Open Ended Vulnerability Testing (OEVT) and how it fits into the proposed standards.

The Commissioners considered the following items: whether to modify Advisory Opinion 07-003-A regarding Maintenance of Effort (MOE) funding, pursuant to HAVA Section 254 (a) (7); whether to update the Michigan state instructions on the national voter registration form. Commissioners will receive a briefing regarding HAVA State Plans, hold a fact-gathering hearing regarding Iowa's audit appeal, as part of the audit appeal process established by the Commission, and other administrative matters.

The Commission hosted an interdisciplinary roundtable discussion of the TGDC recommended Voluntary Voting System Guidelines. The discussion was focused on (1) the cost implications of the proposed VVSG; (2) the effect of the new standards on the time in process for voting systems; (3) increasing the efficiency of testing; (4) the possible implementation time of the next iteration of the VVSG; (5) Innovation in voting technology; (6) Risks associated with voting system technology.

The Commissioners considered updating MI and LA state instructions on the national voter registration form, (2) adopting the Voter Hotline Study Report and the First Time Voter Study Report, (3) Advisory Opinion 07-003-A regarding Maintenance of Effort (MOE) funding, pursuant to HAVA Section 254 (a) (7). Comments were taken from members of the public who have registered to speak regarding whether to modify Advisory Opinion 07-003-A.

The U.S. Election Assistance Commission (EAC) Board of Advisors, as required by the Help America Vote Act of 2002, met to receive updates on EAC program activities. The Board received presentations on the proposed next iteration of the Voluntary Voting System Guidelines (VVSG), as were submitted to EAC from the commission's Technical Guidelines Development Committee (TGDC). The Board received presentations on the Vote Count and Vote Recount Study and will formulate recommendations.

The Commissioners considered (1) Advisory Opinion 07-003-A and 07-003-B Regarding Maintenance of Effort, (2) adopting EAC Draft Chapters of the Election Management Guidelines Project, (3) Draft Policy for Joint Partnership Task Force of EAC and State Election Officials Regarding Spending of HAVA Funds, (4) draft Policy for Notice and Public Comment, (5) draft Policy regarding Allocable Cost Principles for HAVA Funding, (6) updating the MD, MI, LA state instructions on the national form.
