The Commission hosted an interdisciplinary roundtable discussion of the TGDC recommended Voluntary Voting System Guidelines. The discussion was focused on (1) the cost implications of the proposed VVSG; (2) the effect of the new standards on the time in process for voting systems; (3) increasing the efficiency of testing; (4) the possible implementation time of the next iteration of the VVSG; (5) Innovation in voting technology; (6) Risks associated with voting system technology.

The Commissioners considered the following items: whether to modify Advisory Opinion 07-003-A regarding Maintenance of Effort (MOE) funding, pursuant to HAVA Section 254 (a) (7); whether to update the Michigan state instructions on the national voter registration form. Commissioners will receive a briefing regarding HAVA State Plans, hold a fact-gathering hearing regarding Iowa's audit appeal, as part of the audit appeal process established by the Commission, and other administrative matters.

The Commission hosted an election official roundtable discussion of the TGDC's recommended Voluntary Voting System Guidelines. The discussion will be focused upon: (1)The usability and readability of the proposed standards; (2) The creation of a risk assessment for voting systems; (3) Stability of the standards vs. the need to create flexible standards that promote innovation;(4) Open Ended Vulnerability Testing (OEVT) and how it fits into the proposed standards.

The Commission hosted a voting advocates roundtable discussion of the Technical Guidelines Committee’s (TGDC) recommended Voluntary Voting System Guidelines. The discussion will be focused upon the following topics: (1)The development of a threat assessment; (2) The evaluation of innovative systems; (3) Open Ended Vulnerability Testing (OEVT); (4) testing of voting system software; (5) How best to strike the balance between usability and accessibility.

The EAC Board of Advisors reviewed and provided comment on eight draft chapters of the Election Management Guidelines. The draft chapters contain recommendations and best practices regarding: absentee voting and vote by mail; acceptance testing; ballot building; contingency planning and change management; developing an audit trail; polling place and vote center management; pre-election and parallel testing; and uniformed and overseas voters.

The EAC Standards Board reviewed and provided comment on eight draft chapters of the Election Management Guidelines. The Commission hosted a VSTL roundtable discussion regarding the TGDC recommended VVSG. Topics included: (1) New research, technology, or methods in the areas of accessibility and usability; (2) usability and/or disability concerns with voting systems;

The Commission met in Denver, CO to review HAVA funds, changes to the state-specific instructions on the National Form, and the proposed UOCAVA voters study.

The Commission hosted a voting systems testing laboratory roundtable discussion on the TGDC's VVSG. Topics included: (1) Whether the recommend TGDC standards create appropriate functional standards that promote innovation; (2) How to evaluate innovative systems, for which there are no standards for purposes of certification; (3) The value & risks associated with OEVT; (4) The processes associated with testing to the VVSG and modifications; (5) VSTL usability benchmarks implications.

The Commission hosted a voting systems manufacturer roundtable discussion TGDC's recommended VVSG. The discussion focused on the following topics: (1) The dominant business model for voting system manufacturers and their role as innovators; (2) How to evaluate innovative systems, for which there are no standards for purposes of certification; (3) The value and risks associated with OEVT; (4) The processes associated with testing to the VVSG and possible modifications, and more.

Commissioners received an update on HAVA Funding Issues. Commissioners considered and voted on Study on Feasibility of Free Absentee Voting Postage; Study on use of Social Security Information of First Time Voters Who Register to Vote by Mail; Interim Policy for Changes to State Specific Instructions on National Mail Voter Registration Form; Disclaimer Proposal to State Instructions Portion of the NVRA Form. The Commission considered other administrative matters.

Commission received briefings on the following: FY2008 Appropriations; EAC Standards Board, EAC Board of Advisors; Technical Development Guidelines Committee; Election Data Collection Grant Program. Commissioners considered and vote on the following: Changes to the National Voter Registration Form; Disclaimer Proposal to State Instructions Portion of the NVRA Form; EAC Organizational Chart. EAC installed new Officers for 2008. The Commission considered other administrative matters.

Standards Board and Board of Advisors Meeting

The Commission host a public meeting and a roundtable. First they will consider 2006 EAVS; an amendment to EAC policy on the voting system reports clearinghouse; individual State requests to change State-specific instructions to the national voter registration form; and year end reports. The roundtable discussion will focus on 5 subjects including risk, innovation, methodologies, verification and evaluation.

Commissioners discussed and considered: adopting a strategic plan; an internal policy for handling State requested to change State-specific instructions to the National Voter Registration Form; individual State requested to change State-specific instructions to the form. Commissioners heard: a report on a voter registration database study; recommendations by the TGDC for voting systems guidelines and timeline; a report on a draft voting systems test laboratory accreditation manual.

Commissioners received updates on the next iteration of the Voluntary Voting System Guidelines (VVSG) and a report on a recommendation from the National Voluntary Laboratory Accreditation Program (NVLAP); Commissioners considered an internal policy for handling State requests to change State-specific instructions to the National Voter Registration Form; Commissioners have granted a request from Secretary of State of Arizona to make a before the Commission.

The Commission considered the following topics: Commissioners discussed EAC’s regulatory authority under the National Voter Registration Act (NVRA) and considered approving a process for adopting NVRA regulations; The Commission considered adopting a revised advisory on Maintenance of Effort (MOE) requirements regarding HAVA compliance; Commissioners will discuss EAC’s regulatory and administrative responsibilities and discussed other administrative matters.

The U.S. Election Assistance Commission (EAC) Standards Board, as required by the Help America Vote Act of 2002 (HAVA), met and received updates on EAC projects and activities and discuss other relevant matters pertaining to the administration of federal elections.

The Commission received an update on the Interim Voting System Laboratory Accreditation Program; The Commission considered (1) terminating the interim program and received an update on the full Voting System Laboratory Accreditation Program; (2) received an update on the EAC audit process and heard presentations from state officials on their experiences with the audit process; and (3) received a presentation of the research findings regarding voter identification requirements.
