All changes to address these issues were made in five methods in the
BMBallotPrintCheck.java. The first change changed the getTitle() method to get use the field in the
calculation that is printed by the FVT. The remaining changes included adding calculation for various
permutation of contests that could impact what is printed on the top of the ballot. Additionally, some
constants were adjusted to bring in alignment with the FVT printing calculations.

Changes made to three methods so that a bucket is available for all parties defined by
the election in each precinct or split. This was done by creating a full list of a parties defined in the
election and then applying that list to all normal precincts in the election (absentee precincts are
excluded) The previous method for getting parties by precinct what removed, and replaced with a list
(retrieved once) that is applied to all precincts.
