New Report on the History, Evolution, and Future of the EAVS
As part of the Election Administration and Voting Survey (EAVS) data collection project, the EAC published the report “The History, Evolution, and Future Directions of the Election Administration and Voting Survey.”
This report provides a retrospective on the history of the EAVS project. It explains:

The reasons for this data collection,

Changes in survey questions and data collection methods over time,

Uses of the project data, and
-
Future prospects for EAVS.
This in-depth review of all previous EAVS reports and data shows how the EAC has developed the EAVS to be the most comprehensive source of data on U.S. elections, significantly contributing to the enhancement of election administration practices across the nation.
In addition, the EAC published time series data files that include data from 2004 to 2022 for the EAVS and Policy Survey. This allows users to explore election changes and better understand how election administration in the United States has evolved over two decades. These files can be viewed here.

New Comprehensive Overview on Election Administration in the United States
This book, published by the EAC and the National Conference of State Legislators (NCSL), Helping America Vote: Election Administration in the United States, provides a comprehensive overview of the administration of elections, which is important considering the variations in election procedures across different states and territories. From pre-election preparations to post-election processes, it reviews various topics, including ballot design, the election workforce, legal challenges, and much more.
Each chapter is structured into five sections: policy considerations, implementation considerations, voter perspectives, practical considerations, and resources. The chapters also include insights from state and local election officials, who share insights into specific challenges they have encountered in different areas of election administration.
EAC Commissioners Unanimously Approve Paper Ballot Policy
On May 27, the EAC Commissioners voted on and unanimously approved a policy supporting auditable and software-independent voting systems. It encourages election offices to use systems with paper records of every vote, including paper ballots, a practice which over 98% of jurisdictions already perform.

TGDC Virtual Meeting on July 2, 2025
The EAC’s Technical Guidelines Development Committee (TGDC) will hold a virtual meeting on July 2, at 1 p.m. ET. The board members and EAC staff will discuss updates to the Voluntary Voting System Guidelines (VVSG), and implementation of the Executive Order to Protect the Integrity of American Elections.
This meeting will be livestreamed on the EAC's YouTube Channel. Registration is not required. Learn more on the TGDC virtual meeting event page.
2025 EAC Data Summit on July 9, 2025
The EAC and the Massachusetts Institute of Technology (MIT) Election Data and Science Lab are bringing together election officials, researchers, and other subject matter experts to discuss election administration topics and data from the 2024 elections. The 2025 EAC Data Summit will be held at the Samberg Conference Center on MIT’s Cambridge, Massachusetts campus starting at 9 a.m. ET on July 9. Topics include the 2024 EAVS report, election funding research, using data for list maintenance, workforce development, collaboration between election officials and researchers, and highlights of new and upcoming research on election administration.
The public can attend the Data Summit in person, and the event will also be livestreamed on the EAC’s YouTube channel. Registration is required if attending in person. Find out more on the 2025 EAC Data Summit event page.
T&C in DC: SCTESNC Spotlights Election Technology, Testing, and Certification
The State Certification Testing of Election Systems National Conference (SCTESNC) 2025, held June 3-4 in Washington DC, was co-hosted by the EAC with Indiana’s Voting System Technical Oversight Program (VSTOP) and Georgetown University McCourt School of Public Policy’s Tech and Public Policy Program.
Discussions focused on the opportunities and challenges in election technology, featuring EAC Commissioners and staff, as well as state and local election officials, technology specialists, academic researchers, and representatives from the two accredited voting system test laboratories.
The EAC participated in panels on common data formats and future technology communication considerations, guidance for pre-election testing of technology, and advancing accessibility through technology testing.
The event was a tremendous success, with record-breaking attendance and participation, underscoring the increasing significance of election technology.

Military Appreciation Month and Poll Worker Appreciation at the Battleship USS Iowa

On May 15, on the Battleship USS Iowa dockside pier in Los Angeles (San Pedro), California, the EAC and Vet the Vote held a poll worker appreciation and education event. It expressed gratitude to poll workers for their dedication to community service and their role in ensuring the integrity of the voting process. It also served as an educational platform to inform current service members, veterans, and their families about opportunities to participate as poll workers in future elections.

Throughout May, the EAC expressed its support for military members, veterans, and their families. The EAC Commissioners issued a joint statement highlighting the importance of providing members of the military with information on how to vote, and their many contributions as poll workers. For more information and resources for military voters for election officials as they serve this population, visit the EAC’s dedicated webpage.
On May 8, an opinion piece by EAC Chairman Palmer was featured in Stars and Stripes. He discussed how veterans and their family members can and often do serve as poll workers, how their military experience applies to and benefits this civic duty, and highlighted the work of Vet the Vote in recruitment efforts.
