An engineering change order (ECO) is a change to a previously EAC-certified voting system’s hardware, documentation, or data that is minor in nature and effect. ECOs require voting system test laboratory review and endorsement as well as EAC approval. Any proposed change that is not deemed to be a minimal change is a modification and must be submitted for testing and review consistent with the EAC Testing and Certification Program requirements.
