State Certification Requirements for Electronic Poll Books

Tuesday, May 20, 2025

Click here to visit the ESTEP Voluntary Electronic Poll Book Certification Program (VEPBCP) resource page.

As election jurisdictions increasingly adopt electronic poll books (EPBs), states have developed diverse certification and approval processes to ensure these systems meet applicable security, usability, and performance standards. This page outlines state-specific requirements for the testing, certification, or approval of EPBs, including statutory frameworks, administrative procedures, and technical criteria. The U.S. Election Assistance Commission (EAC) does not endorse the procurement of any specific system and offers this information as a courtesy to election officials. States interested in contributing or updating their information may contact VEPBCP to be featured on this page.
