2025 - Winner for Innovations or New Practices in Election Administration

Washington - Pierce County Elections

Program Title
Rebuilding Ballot Drop Box Chain of Custody
Program Summary
Pierce County Elections implemented a new in-house system to manage ballot drop box chains of custody, improving ballot tracking, accuracy, and accountability across 51 locations. Developed with the countys IT department in just 80 days after a vendor discontinued critical software before the August 2025 primary election, the system was ready in time for the election. It provides real-time tracking, better documentation, and stronger audit readiness, enhancing transparency and ballot security. The system also reduces errors, simplifies training, automates routine tasks, and improves oversight by giving supervisors clear visibility into collection activity, strengthening both efficiency and voter confidence.
