The U.S. Election Assistance Commission (EAC) will hold a virtual meeting of the Technical Guidelines Development Committee (TGDC) on Wednesday, September 17, 2025, at 1 p.m. ET. Members of the TGDC will lead this third working session to discuss draft version 2.1 of the Voluntary Voting System Guidelines (VVSG).
The meeting will be live streamed on the EAC's YouTube Channel. No registration is required.
Section 221 of the Help America Vote Act (HAVA) of 2002 requires that the EAC adopt Voluntary Voting System Guidelines and to provide for the testing, certification, decertification, and recertification of voting system hardware and software.
The TGDC was established in accordance with HAVA to act in the public interest to assist the Executive Director of the EAC in the development of Voluntary Voting System Guidelines. This meeting is part of that process.
DRAFT VVSG 2.1 materials provided to the TGDC members for discussion - This draft is for feedback and comments from the TGDC members as part of the process outlined in the Help America Vote Act (HAVA). There will be an opportunity for public comment as feedback from the EAC's Advisory Boards is compiled. Information on the public comment process will be available on the Federal Register and the EAC's website.
The TGDC held a meeting on July 2 to begin discussions on the proposed changes. Following that, two work sessions were held. A recording of Work Session #1 on July 30 is available here, and Work Session #2 from August 8 here.
