This white paper describes findings from the research NIST performed in accordance with the TGDC request. It identifies issues pertaining to accessibility and usability for UOCAVA voters using the most common approaches to remote voting systems including Web browsers, Web ballot repositories, online ballot markers/electronic form fillers, e-mail, kiosks, telephone-based interfaces and fax machines. The Appendix summarizes recommendations to resolve the issues. The audience of this paper is members of the TGDC, the EAC, election officials, the Federal Voting Assistance Program (FVAP) .

The Help America Vote Act of 2002 (HAVA), establishes a 15-member Technical Guidelines Development Committee (TGDC) to assist the Election Assistance Commission (EAC) in the development of voluntary voting system guidelines. HAVA names the Director of the National Institute of Standards and Technology (NIST) to chair the TGDC and requires NIST to provide the TGDC with technical support necessary to carry out its duties. The EAC and NIST are pleased to announce the reconstituted TGDC membership and look forward to the upcoming meeting of the TGDC July 20-21, 2015 at NIST.

The U.S. Election Assistance Commission’s (EAC) four sitting Commissioners unanimously voted to publish the proposed Voluntary Voting System Guidelines 2.0 (VVSG) Principles and Guidelines in the Federal Register for a 90 day public comment period, after which comments and feedback on the proposed document will be compiled and presented to the Commissioners for discussion and consideration.

The Election Assistance Commission (EAC) today certified a modification to Dominion Democracy Suite (D-Suite) voting system version 5.0-A verifying its compliance with current federal standards. The determination came after a thorough test campaign conducted by EAC and Pro V&V in Huntsville, Ala., the commission’s newest testing lab.

A set of 17 core voting system functions that will guide the Election Assistance Commission’s (EAC) next generation of Voluntary Voting System Guidelines (VVSG) was unanimously approved this week by the EAC’s Standards Board. The vote came during the board’s annual meeting in San Antonio, Texas. Previously in February, the core principles were adopted for recommendation to the Standards Board during the EAC’s Technical Guidelines Development Committee’s (TGDC).
