Jessica Fleming is an Election Technology Specialist at the U.S. Election Assistance Commission (EAC). In her role, she supports EAC testing and certification projects and initiatives, including the Voluntary Voting System Guidelines Version 2.0.
Prior to joining the Testing and Certification Division of the EAC in May of 2020, Jessica gained 13 years of election experience, while working in the State of Maryland. During this time, she played an active role in the administering and conducting elections in three Maryland jurisdictions, Harford County, Cecil County, and Baltimore County. While her primary expertise focused on managing voting systems and equipment maintenance, she became well versed and active in all election processes and procedures, including administrative functions, voter registration, election judge training, and polling place management.
Jessica graduated Summa Cum Laude from Capella University with a Bachelor’s in Business Administration and a Minor in Business Intelligence. She is also a member of the International Honor Society in Business, Delta Mu Delta.
