David Kuennen is a Senior Research Program Specialist at the U.S. Election Assistance Commission (EAC). He supports EAC research activities, including the Election Administration and Voting Survey (EAVS), the agency’s biennial survey that collects the most comprehensive nationwide data about election administration in the United States.

Kuennen is an elections specialist with 17 years of experience working on elections in the U.S. and internationally. Prior to joining the EAC in 2017, Kuennen was an independent consultant focused on election-related research and analysis, as well as election observation, technical assistance, and program design and management. He has supported election-related research and programs with the Carter Center, Democracy Reporting International, the National Democratic Institute, the Organization for Security and Cooperation in Europe and the U.S. Agency for International Development, among other domestic and international organizations. Kuennen's international experience includes work on elections in Armenia, Azerbaijan, Belarus, Ghana, Kyrgyzstan, Myanmar, Pakistan, Somalia, Sudan, Ukraine, and Uzbekistan.
