IEEE Standard for Electronic Distribution of Blank Ballots

What is IEEE Standard 1622™-2011?

Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) voters using postal mail for absentee voting frequently experience lengthy delays, which can impact the timely receipt and return of absentee ballot information. The Military and Overseas Voter Empowerment (MOVE) Act attempted to help UOCAVA voters overcome this issue by: requiring states to provide at least one electronic method to request and receive voter registration applications and absentee ballot requests (Section 584); requiring states to provide an electronic transmission method for the delivery of blank ballots (Section 585); and mandating the creation of a ballot tracking mechanism for the voter.

The IEEE Standard 1622™-2011 was developed to help state and local election officials make blank ballots available by specifying ballot interchange formats for blank ballot distribution. This standard provides election officials, the Federal Voting Assistance Program (FVAP), and other interested parties with valuable information about how they can create blank ballots, which can then be downloaded from a Ballot Delivery System, printed by the UOCAVA voter, returned to the election official and processed as an absentee ballot.
