Implementation of State Voter Registration Databases
The EAC is studying the implementation of the HAVA-required statewide voter registration databases focusing on matching protocals, inter- and intra-state interoperability, and security and privacy issues. Go here to view the interim report.
Alternative Voting Methods
This research will examine alternative voting methods practiced in various parts of the country, including early voting in Texas, vote-by-mail in Oregon, Election Day as a holiday in Maryland and Illinois, and weekend voting in Louisiana, among others.
Voter Hotline Survey
Whether answering routine questions on Election Day, providing poll worker training and assignment information, or responding to inquiries on the status of provisional ballots and general voter complaints and concerns, the telephone remains a primary communication tool between election offices and the public. This survey of election officials will be used to evaluate the effectiveness of different kinds of, and usages for, voter hotlines. A preliminary report is available here.
The Impact of HAVA's Identification Requirements for First-Time Voters
Section 244 of HAVA requires the EAC to study and report on the impact of the law on first-time voters who register to vote by mail and cast their ballots in person. Through case studies and voter focus groups, this research will provide insight into the administrative difficulties imposed on election officials by this HAVA requirement and voters' perceptions of its efficacy.
Free or Reduced Postage for the Return of Voted Absentee
Ballots
Section 246 of HAVA requires the EAC to examine the feasibility and advisability of reducing or eliminating the cost of postage to return an absentee ballot. A preliminary report is available here.
Voter Information Web Sites
In accordance with Section 245 of HAVA, EAC is studying the possible impact new communications or Internet technology systems used in the electoral process could have on voter participation rates, voter education, and public accessibility. Go here to view the draft report.
