EAC to Host Conference about Military and Overseas Voting

WASHINGTON – The United States Election Assistance Commission (EAC) will host the “Facilitating the Uniformed and Overseas Voting Act” (UOCAVA) conference on Monday, September 24. At the conference EAC will release its 2006 UOCAVA report and preliminary information gathered from a survey of 5,769 UOCAVA voters. Conference agenda is available at www.eac.gov.

“We convened this conference to find out how we can improve the voting process for military voters and citizens living overseas,” said EAC Chair Donetta Davidson. “I believe this discussion and sharing of ideas will help achieve the goal of making sure these voters are able to make their voices heard on Election Day.”

Topics include the findings from EAC’s 2006 UOCAVA report, state laws, successes and challenges, technology and implementation of UOCAVA at the state and local levels. Participants will include state and local election officials and technology and elections experts.

WHAT: Facilitating the Uniformed and Overseas Voting Act

WHERE: University of California, Washington Center
First Floor Conference Room
1608 Rhode Island Ave. NW
Washington, DC 20036

WHEN: Monday, September 24
8:30 a.m. to 5:45 p.m.

NOTE: There will not be a question and answer session, but all sessions are open to the public and the media.

The Help America Vote Act (HAVA) mandates that EAC collect data from the states on how many UOCAVA ballots were sent and received. EAC has also conducted a state-by-state survey of UOCAVA voters and compiled case studies highlighting states’ experiences serving UOCAVA voters. In the next few weeks, EAC will issue a set of best practices based upon the research collected.

UOCAVA protects the voting rights of members of the Uniformed Services (active duty), members of the Merchant Marine and their eligible dependents, Commissioned Corps of the Public Health Service, Commissioned Corps of the National Oceanic and Atmospheric Administration, and United States citizens residing outside the U.S. UOCAVA requires states and territories to allow these citizens to register and vote in elections for federal office using absentee procedures.

EAC is an independent bipartisan commission created by HAVA. It is charged with administering payments to states and developing guidance to meet HAVA requirements, implementing election administration improvements, adopting voluntary voting system guidelines, accrediting voting system test laboratories and certifying voting equipment and serving as a national clearinghouse and resource of information regarding election administration. The four EAC commissioners are Donetta Davidson, chair; Rosemary Rodriguez, vice chair; Caroline Hunter; and Gracia Hillman.
