EAC Issues Six Quick Start Management Guides for Election Officials

WASHINGTON – The United States Election Assistance Commission (EAC) has issued six Quick Start Management Guide brochures which contain information about how to effectively manage and administer an election. The brochures are available at www.eac.gov and they are being distributed to election officials throughout the nation. The six new Quick Start Management Guide brochures are:
 
  • Absentee Voting and Vote by Mail -- highlights ballot preparation and mailing, ballot reception, ballot tabulation, storage and security considerations, and voter education
  • Acceptance Testing explains what an acceptance test is and covers conducting an acceptance test on optical scan ballot scanners, touch screen voting stations, and election management systems
  • Contingency and Disaster Planning – includes information on developing a management plan that addresses an election office’s response to emergency and crisis situations that might arise unexpectedly. It also covers developing a continuity of operations plan for elections and contingency planning for countywide events and internal operations
  • Managing Change in an Election Office – highlights evaluating the need for change, developing a change management plan, budgeting for change, redesigning work flow and job skill sets, implementing and managing change, and evaluating the impact of change
  • Media and Public Relationsfocuses on educating and informing candidates, elected officials, the public and the media to ensure accurate and timely distribution of information about the voting process
  • Polling Places and Vote Centerscovers locating, inspecting, and determining polling place and vote center sites; preparation and distribution of polling place supplies. It also includes information about staffing, training, Election Day support, facility management, and voter education
 
The new brochures are part of a series of management guides that highlight chapters of the EAC’s Election Management Guidelines (EMG). Before the end of 2007, EAC will issue two new Quick Start brochures on military and overseas voting and developing an audit trail.
 
The full set of Election Management Guidelines and Quick Start Management Guides are available at www.eac.gov. These guides are developed in collaboration with election officials and other election professionals who have firsthand experience in managing elections. EAC is an independent bipartisan commission created by the HAVA. EAC serves as a national clearinghouse and resource of information regarding election administration. It is charged with administering payments to states and developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, and accrediting voting system test laboratories and certifying voting equipment. It is also charged with developing and maintaining a national mail voter registration form. The four EAC commissioners are Donetta Davidson, chair; Rosemary Rodriguez, vice chair; Caroline Hunter; and Gracia Hillman.
